    huffpolitics You'd be hard-pressed to find someone happy about their own behavior today. Circumstances forced Meg Whitman, a titan of the business world, to hand over documents to TMZ. The Senate shot down the extension of a valuable jobs program. The House punted on the Bush tax cuts until after the midterms. And political reporters once again punted on coming up with a better way to describe the tabling of legislation than "punted on." This is HUFFPOST HILL for Wednesday, September 29th, 2010:

    RAHM TO ANNOUNCE MAYORAL BID FRIDAY - Whether he will threaten every West Wing employee to sign his going-away card is unclear. A source tells the Chicago Sun-Times: "Rahm will end the week leaving the White House, move to Chicago this weekend, and begin campaigning like a galloping horse next week. He is not worried about not meeting a residency requirement. He has had top election experts advising him, and he doesn't have a problem in that area." http://bit.ly/aYzxPQ

    QUACK: HOUSE TO RECONVENE ON NOVEMBER 15TH - Democrats will be able to better relate to Katrina victims when they return to their utterly decimated House on November 15th. "But in a necessary formality of scheduling, the House voted, by 210 to 209, on Wednesday to approve an adjournment resolution that calls for the lame-duck session to begin on Nov. 15. The tight margin on a housekeeping issue reflects the continuing partisan tensions; Representative John Boehner, the Republican leader, urged a vote of "no" because the House has not voted on extending tax cuts."     When the going gets tough, the tough get to their districts ASAP so they can glad-hand at VFW picnics. Nancy Pelosi announced during the weekly caucus meeting that there will be no vote on the Bush tax cuts until after the election. "Democratic sources said Wednesday that the House has decided against holding a vote this week to extend the Bush-era tax cuts for the middle class. Those sources said Speaker Nancy Pelosi (D-Calif.) made the plans clear to her freshmen during their weekly breakfast meeting. Freshmen in competitive races were among those pushing leaders to postpone action on the issue until after the elections. Democratic Congressional Campaign Committee Chairman Chris Van Hollen (Md.), who also serves as assistant to the Speaker, suggested the same: 'Because the Senate Republicans have made it clear that they're going to hold tax cuts for 98 percent of Americans hostage so they can get special breaks for the top 2 percent, we will make sure that this is done by the end of the year.'"     DAILY DELANEY DOWNER - From Arthur Delaney: "The stimulus welfare-to-work program responsible for 240,000 jobs 'sounds like it's pretty much dead in the water' and will expire on Thursday after Mike Enzi shot down a UC request from Dick Durbin on Tuesday. Enzi said when he objected that 'the majority has known this program was going to expire at the end of this month all year and has taken no steps to reauthorize this important social safety net program.' On Wednesday, his office said the program 'undermines key principles of welfare reform' and 'is not sound welfare policy.'" http://huff.to/ag38ZD

    MAX BAUCUS SICS IRS ON KARL ROVE Max Baucus wants the tax man to tackle the shady tax-exempt groups pumping buttloads of money into midterm races. "Political campaigns and powerful individuals should not be able to use tax-exempt organizations as political pawns to serve their own special interests," Baucus says. "The tax exemption given to non-profit organizations comes with a responsibility to serve the public interest and Congress has an obligation to exercise the vigorous oversight necessary to ensure they do." In his letter to IRS commissioner Doug Shulman Baucus gives a shout to Americans for Job Security, revealed by the NYT last week to have a single employee subletting from a GOP hack shop.

    Jim DeMint wants to bleed the government slowly so he can watch the light go out of its eyes. No fun in doing it quickly. Despite his previous threats, DeMint will not block a temporary spending measure that funds the federal government for the next couple of months.
